This was a brain teaser for me, too.  The key to the answer took some experimentation to find, being that this was a first encounter for me with this clock.

The manual provided is incorrect.  Please go by the following instructions.

On the bottom of the clock, there is an on/off switch that reads “LOCK” below it.  Make sure it is toggled to “OFF”.  Once set to “OFF”, go to the back of the clock and press the rightmost switch (for time set; this was also at a hotel, but almost all of the text was faded, so I couldn’t tell what was there).  Accordingly use the reverse and fast-forward buttons as you please until you get to the desired time, then toggle the “LOCK” switch back to “ON”.  That should resolve your issue.  Thank you!
