C218 set correctly on time zone and year, but insi...

C218 set correctly on time zone and year, but insists one showing time 1 hour earlier with a DST of 1 hour earlier than that. Time set also only shows minutes 1-30, not 31-00, not 00-59. Second C218 works just fine.
